Addressing delegates at the Regional Consultative Seminar on Harnessing Artificial Intelligence and Cybersecurity, Gebeyehu emphasized that the Horn of Africa stands at a critical technological junction, facing sophisticated transnational syndicates, cybercriminals, and terrorism networks that increasingly target weak digital infrastructure.
Regional Successes in High-Tech Law Enforcement
While acknowledging deep structural vulnerabilities, the IGAD leadership highlighted that several member states are already pioneering advanced digital policing solutions. In Ethiopia, law enforcement agencies are actively utilizing predictive policing algorithms to intercept and neutralize urban crime networks. Similarly, Kenya’s deployment of AI-driven surveillance platforms has transformed emergency operations, slashing police response times by 40% and increasing crime detection rates by 30%.

Transnational criminal networks and terrorist organizations are heavily exploiting fragmented local defenses to infiltrate state law enforcement databases. Addressing these vulnerabilities requires a massive influx of highly specialized talent; economic forecasts show the region needs 500,000 AI and cybersecurity professionals by 2030, yet regional institutions are currently training fewer than 15,000 specialists annually.
Failing to build domestic capabilities risks subjecting the continent to a new era of digital colonialism, where sensitive national security data is monopolized by foreign corporations while local infrastructure remains defenseless. Conversely, a decisive and responsible deployment of AI could inject up to $180 billion into the regional gross domestic product by 2035 and generate 2.5 million jobs, heavily transforming regional economic and defense landscapes.
The Nairobi Commitment and Strategic Pillars
To guide the bloc’s digital transition, the Executive Secretary proposed a comprehensive framework built upon three foundational pillars: harmonized regional security governance to establish cross-border incident response mechanisms; a massive investment campaign dubbed the IGAD Digital Security Skills Initiative to build AI centers of excellence; and the creation of an IGAD AI Security Innovation Fund to sponsor domestic startups tackling localized counter-terrorism and border monitoring issues.
As an immediate roadmap, IGAD has pushed for the adoption of the “Nairobi Commitment.” This multilateral accord mandates that by 2030, all member states must allocate at least 2% of their national budgets directly to AI security infrastructure. The initiative further requires the private sector to prioritize local talent cultivation while calling upon international development partners to facilitate direct technology transfers to African law enforcement agencies, ensuring that technology serves as a force for collective security and sovereignty.
